My Bio

I’m Shayne Morgan, and I’m running as an independent for House District 76 because Montana deserves leadership that answers to you, not to political parties. My roots in this state run deep. One of my grandfathers worked as the night foreman at the Berkeley Pit, and my other grandfather served as the vice principal at Butte High School for decades. My family helped build Norman’s Ranch Wear, and we continue to ranch in Lewistown today. I’m not a career politician. I’ve spent my life working in the private sector, in public service, and on the front lines—building things, leading teams, and adapting to change. I’m running because I understand what makes Montana work, and I know we can do better by putting people first, protecting our way of life, and making common-sense decisions.

My Key Issues

Rural Healthcare Access

Here in Powell and Granite counties, our small hospitals and clinics in Deer Lodge, Philipsburg, and Drummond are the backbone of our communities. Right now, they are just one bad budget year away from closing their doors. When the nearest emergency room is already forty minutes away, keeping these local facilities open is a literal matter of life and death. This isn't a partisan issue; it affects every single one of us. That is why I will fight to protect Medicaid reimbursement rates for our rural providers, support the expansion of telehealth services, and secure vital funding for our EMS and ambulance services in low-population areas. We deserve reliable care close to home, and I am committed to making sure we get it.

Public Lands & Access

Our district’s economy and very identity are deeply tied to our public lands. Whether it is our national forests, BLM land, or historic mining areas, these places define who we are. That is why I am committed to protecting public lands and access for everyone in our community. I will firmly oppose any transfer or sale of these lands that would restrict our access. Instead, I support responsible, multiple-use management. We need to keep these lands open and working for our hunters, anglers, ranchers with grazing permits, and local recreation businesses. This isn't a partisan issue—it is about preserving our way of life. By protecting our public lands, we can bring everyone to the table, from local sportsmen to conservationists, to ensure our heritage remains strong for generations to come.

Strong Education

I am committed to strengthening our public schools so that every student in our community has the opportunity to succeed. To do this, I will work to build strong partnerships with trade schools, giving our students hands-on training earlier in their education. My goal is to prepare them to enter the job market directly after high school, completely free from the heavy burden of student loans. We also need to equip them for the future by bringing specialized STEM training into our schools. I will champion programs in cybersecurity, programming, agentic artificial intelligence, and machine learning. Together, we can build a stronger foundation for our students and our community.

Protect Medicaid

As I talk with people across our district, one thing is incredibly clear: Medicaid is a vital lifeline that keeps our Montana families, seniors, and rural hospitals going. When we see cuts to this essential coverage, the consequences hit home immediately. People are forced to delay the care they need, our local clinics lose critical funding, and our small-town hospitals struggle just to keep their doors open. That is why, when you send me to the Legislature, I will stand up to protect Medicaid coverage. I will firmly oppose any cuts that put healthcare out of reach for the people in our community. We deserve reliable care right here at home, and I am ready to fight to make sure we keep it.

Yes on the Montana Plan (I-194)

For too long, we have watched big money take over too much of our politics. That is why I am standing up for the Montana Plan, also known as Initiative 194. This measure is simple: it stops corporations and other artificial entities from spending money to influence our elections. This isn't a partisan issue; it has drawn strong support from people all across the political spectrum. I am proudly voting yes on I-194, and I am asking you to join me. Together, we can make sure that it is Montanans—not deep-pocketed interests—who decide our elections.

Protect Veterans

When our service members return home to Montana, they shouldn't have to fight another battle just to get the care and benefits they earned. Those who served our country deserve our unwavering support, and I will work every day to make sure our veterans have access to the vital resources they need. That means securing reliable health care, stable housing, and real job opportunities right here in our community. We owe it to them to make their transition home as smooth as possible. I am committed to standing up for our veterans and ensuring they receive the respect, support, and care they have rightfully earned.
